Poster by an anti-immigrant group. I've also seen posters around town trying to prevent the construction of mosques, etc. They seem pretty active though I don't know what their general standing is with Spanish society, whether they are extremist and generally aren't taken seriously, or if they are representative of a more widespread line of thinking.
